Brief Description:
The DAAD Helmut-Schmidt-Programme Masters Scholarships for Public Policy and Good Governance offers exceptional graduates from developing countries the opportunity to pursue a Master’s degree in disciplines crucial for the social, political, and economic development of their home countries at German institutions of higher education.
Participating Programmes in Host Institutions:
The scholarships are awarded for selected Master courses at the following German institutions:
- Hochschule Bonn-Rhein-Sieg: Social Protection
- University of Duisburg-Essen: Development and Governance
- Willy Brandt School of Public Policy at the University of Erfurt: Public Policy
- Universität Magdeburg: Peace and Conflict Studies
- Hochschule Osnabrück: Management in Non-Profit Organisations
- Universität Passau: Development Studies
- University of Passau: Governance and Public Policy
The courses are internationally oriented and are taught in German and/or English.

Target Group:
Candidates from developing countries in regions including Africa and Sub-Saharan Africa, Latin America, Asia and the Pacific, Europe, Central Asia, South Caucasus, the Middle East, and North Africa. See the list of eligible countries.
Scholarship Value/Inclusions:
DAAD scholarship holders are exempt from tuition fees and receive a monthly stipend of €934. Additional benefits include health insurance contributions, travel allowances, study and research subsidies, rent subsidies, and allowances for spouses and/or children, if applicable. A mandatory 6-month German language course is also provided.
Eligibility:
Graduates from developing countries with a well-qualified first university degree in social and political sciences, law, economics, public policy, or administration who are committed to contributing to the development of their home countries and have relevant practical experience.

Applications should be submitted directly to the respective universities, not to DAAD. Indicate that you are applying for the DAAD Helmut-Schmidt-Programme. The application period is from 1 June to 31 July 2024.
